NB! As of 5 April 2010 Regulation establishing a Community Code on Visas (Visa Code) are being applied by the Police and Border Guard Board by reviewing the applications for extension of period of stay.

Starting from 11.10.2011, the Police and Border Guard Board started to deliver data related to extension of stay to the Visa Information System (VIS) of the European Union.



Period of stay of an alien in Estonia may be extended, if a new circumstance has emerged that was unknown to an alien before arriving to Estonia or a new circumstance that emerged after issuing of a visa and arrival of an alien to Estonia (force majeure, medical, humanitarian, serious professional or personal reasons).

An application for extension of the period of stay shall be submitted at least 3 working days before expiry of the permitted period of stay.

Extension of period of stay on the basis of visa simplification agreements upon extraordinary circumstances for citizens of the Russian Federation, Albania, Bosnia and Herzegovina, Macedonia, Moldova, Montenegro, Serbia and Ukraine.

If the citizens of the Russian Federation, Albania, Bosnia and Herzegovina, Macedonia, Moldova, Montenegro, Serbia and Ukraine are not able to leave the territory of Estonia by the term specified in the visa, the Police and Border Guard Board will extend the visa according to requirements and order provided for in the Aliens Act.

By extension of visa due to force majeur*, payment of state fee is not required.
*Force majeur is an unforeseen or extraordinary circumstance due to which departure of a person from the territory of the Republic of Estonia is hindered (for example, hospitalization).

The exemption is valid in relation to citizens of Macedonia who are not required to pay the state fee by extension of the period of stay either due to force majeur, medical, humanitarian, serious professional or personal reasons.

On 01.03.2011 the visa simplification agreement between the European Union and Georgia entered into force. In case if due to force majeure or humanitarian considerations it is not possible for a citizen of Georgia to leave the territory of Estonia by the term stated on the visa or by the expiry date of the visa-free period of stay, then the Police and Border Guard Board shall extend the permitted period of stay for such person free of charge.

Extension of the period of stay on the basis of short-term (C) visa

Conditions
The period of stay determined by visa may be extended if the applicant proves the presence of force majeure, humanitarian or serious personal reasons that prevent visa holder from leaving the territory of the Republic of Estonia before the expiry of his visa.

In case of an extension of a visa for reasons of force majeure or for humanitarian reasons, no state fee will be charged.

In the case of extension of a visa for serious personal reasons a fee of 30 EUR (469,40 kroons) will be charged.

Extension of the period of stay on the basis of long-term (D) visa and visa-free stay

The period of stay may be extended if any circumstance has emerged which was not known to the alien before his/her arrival in Estonia, or in the case a new circumstance has emerged after the issue of a visa and the arrival of an alien in Estonia (force majeure, humanitarian, serious professional or personal reasons).

In the case of extension of a long-term visa or a visa-free stay a fee of 30 EUR (469,40 kroons) will be charged.
