Estonian citizen’s passport for a person under guardianship

An application for the passport for a person under guardianship is submitted by his or her legal representative (guardian).

Passport can be applied for in Service Offices of the Migration and Citizenship Bureau and the foreign representation of the Republic of Estonia. If less than 2 years have passed since the applying for the previous passport of the person under guardianship and taking of his or her fingerprints, the passport can be applied for also by post or by e-mail.

Passport can be applied for in expedited order in the Service Offices. If an identity document has not been issued to a person under guardianship earlier, passport in expedited procedure can not be applied for.

  • if a person under guardianship has moderate, severe or profound disability and payment facilities related to state fee are extended to him or he, please submit a document proving disability of a person under guardianship (for example, medical expert assessment; pension certificate);
  • if personal data (for example, name)of a person under guardianship have been changed in a foreign country and changed personal data are not entered to the Estonian population register, please submit document proving change of personal data of the person under guardianship;
  • if right of representation of the guardian is not entered to the Estonian population register, please submit a document proving right of representation;
  • if the Estonian identity document has not been issued to a person under guardianship earlier, please submit documents confirming  documents proving the right to the Estonian citizenship).


Issuance of the passport
Passport is issued within 30 days (after acceptance of the application for the proceeding) to the guardian in the Service Office or in the foreign representation of the Republic of Estonia marked in the application form. Delivery of the passport to a foreign representation may take more time. To a minor of at least 15 years of age, the passport shall be issued in person.

Passport applied for in expedited order is issued within 2 working days (counting starts from working day following the day of submission of the application) to the guardian in Service Offices located in Tallinn only.

By reception of the passport:

  • submit an identity document of a guardian;
  • submit a valid passport issued to a person under guardianship earlier, if it exists;
  • the official will compare the fingerprints of the person under guardianship to those given earlier.
