Estonian citizen's passport for a child

An application for a passport for a minor of less than 15 years of age is submitted by the legal representative of the minor (a parent, guardian, authorised representative of a guardianship authority).
 
Passport can be applied for in Service Offices of the Migration and Citizenship Bureau and the foreign representation of the Republic of Estonia. If less than 2 years have passed since the applying for the previous passport of the child and taking of his or her fingerprints or if the child is under 6 years of age, the passport can be applied for also by post or by e-mail.

Passport can be applied for in expedited order in the Service Offices. If an identity document has not been issued to a child (up to 15 years of age) earlier, passport in expedited procedure can be applied for in Service Offices in Tallinn only.

Additional documents:

  • if a child has been born in a foreign country and his or her personal data have not been entered to the Estonian population register, please submit his or her birth certificate;
  • if personal data (for example, name)of a child have been changed in a foreign country and changed personal data are not entered to the Estonian population register, please submit document proving change of personal data of the child;
  • if the name of the parent in the birth certificate and in identity document of the parent are different (name of the parent has been changed in a foreign country and changed data have not been entered to the Estonian population register, please submit the document proving change of the name (for example, marriage certificate);
  • if application is submitted by a guardian designated by the court or authorised representative of the guardianship authority and right of representation is not entered to the Estonian population register, please submit a document proving right of representation;
  • if the Estonian citizen’s passport or ID-card has not been issued to a child earlier, please submit documents confirming  documents proving the right to the Estonian citizenship (for example, the Estonian citizen’s ID-card or passport, certificate of citizenship of the parent).


Issuance of the passport
The passport is issued within 30 days (after acceptance of the application for the proceeding) to the legal representative of a child in the Service Office or in the foreign representation of the Republic of Estonia marked in the application form. Delivery of the passport to a foreign representation may take more time. To a minor of at least 15 years of age, the passport shall be issued in person.

Passport applied for in expedited order is issued within 2 working days (counting starts from working day following the day of submission of the application) to a legal representative of a child in Service Offices located in Tallinn only. To a minor of at least 15 years of age, the passport shall be issued in person.

By reception of the passport:

  • submit an identity document of a legal representative;
  • submit a valid passport issued to a child earlier, if it exists;
  • the official will compare the child’s (starting from 6 years of age) fingerprints to those given earlier.
