An application for residence permit card for a minor under 15 years of age is submitted by his or her legal representative (a parent, guardian, authorised representative of a guardianship authority).

Residence permit card can be applied for in Service Offices of the Migration and Citizenship Bureau. If less than 2 years have passed since the applying for the previous residence permit card of the child and taking of his or her fingerprints, the residence permit card can be applied for also by post or by e-mail. As an exception, residence permit card can be applied for in foreign representations of the Republic of Estonia.

Residence permit card can be applied for in expedited order in the Service Offices.

Documents required for applying:

• an application form (possible to fill in on a computer screen; to print out and fill in by own hand). Instructions for filling of an application form;
• a colour photo by dimensions of 40x50 mm;
• a document certifying the payment of state fee;
• an identity document of a legal representative.

Additional documents:

• if personal data (for example, name)of a child have been changed in a foreign country and changed personal data are not entered to the Estonian population register, please submit document proving change of personal data of the child;
• if application is submitted by a guardian designated by the court or authorised representative of the guardianship authority and right of representation is not entered to the Estonian population register, please submit a document proving right of representation.

Issuance of residence permit card
Residence permit card is issued within 30 days (after acceptance of the application for the proceeding) to the legal representative of a child in the Service Office marked in the application from. As an exception, residence permit card can be applied for in foreign representation of the Republic of Estonia. Arrival of the residence permit card to the foreign representation may take more time.  To a minor of at least 15 years of age, the residence permit card shall be issued in person.

Residence permit card applied for in expedited order is issued within 5 working days (counting starts from working day following the day of submission of the application) to a legal representative of a child in Service Offices located in Tallinn only. To a minor of at least 15 years of age, the residence permit card shall be issued in person.

By reception of residence permit card:

• submit an identity document of a legal representative;
• submit a valid residence permit card or ID-card issued to a child earlier, if it exists;
• the official will compare the child’s fingerprints to those given earlier.
