Certificate of record of service on ships can be applied for, if you are a seafarer of foreign citizenship and you hold the valid residence permit of right of residence in Estonia.
Certificate of record of service on ships can be applied for can be applied for in the Service Offices. By applying for the certificate of record of service on Estonian ships, the applicant is required to give the fingerprints that will be entered to the certificate of record of service on Estonian ships.
Documents required for application:
- an application form (possible to fill in on a computer screen; to print out and fill in by own hand).
- identity document;
- colour photo by size of 40 x 50 mm;
- employer’s confirmation that that you are employed or will take employment or practice on a vessel. If employer is missing, the notice of the Estonian Unemployment Insurance Fund that you have been registered as unemployed or a seafarer seeking work. Employer’s confirmation or notice of the Estonian Unemployment Insurance Fund has to contain its issuer’s name, date of issue and number. Confirmation or notice is valid for 3 months starting from issuing of the notice or confirmation.

- if you have changed your personal data (for example, name) in a foreign country and changed personal data are not entered to the Estonian population register, please submit document proving change of personal data (for example, marriage certificate.
Issuance of the certificate of record of service on Estonian ships
The certificate of record of service on ships is issued within 30 days (after acceptance of the application for the proceeding) to an applicant in person in the Service Office marked in the application form.
The certificate of record of service on ships applied for in expedited order is issued within 2 working days (counting starts from working day following the day of submission of the application) to an applicant in person in Service Offices located in Tallinn only.
By reception of the certificate of record of service on ships:
- submit a certificate of record of service on ships issued earlier, if it exists;
- the official will compare your fingerprints to those given earlier.
