An application for an alien's passport for a person under guardianship is submitted by his or her the legal representative (guardian).
An alien’s passport can be applied for in Service Offices of the Migration and Citizenship Bureau. If less than 2 years have passed since the applying for the previous passport and taking of fingerprints, the passport can be applied for also by post.
An alien’s passport can be applied for in expedited order in the Service Offices.
Documents required for applying:
- an application form (possible to fill in on a computer screen; to print out and fill in by own hand). Instructions for filling of an application form;
- identity document of a person under guardianship;
- a colour photo by dimensions of 40x50 mm;
- an identity document of the guardian;
- a document certifying the payment of state fee;
Additional documents:
- if a person under guardianship has moderate, severe or profound disability and payment facilities related to state fee are extended to him or he, please submit a document proving disability of a person under guardianship (for example, medical expert assessment; pension certificate);
- if personal data (for example, name)of a person under guardianship have been changed in a foreign country and changed personal data are not entered to the Estonian population register, please submit document proving change of personal data of the person under guardianship;
- if right of representation of the guardian is not entered to the Estonian population register, please submit a document proving right of representation;
- written approval of a competent authority of country of nationality for issuing an alien’s passport for a person under guardianship or hand-written explanation, if approval can not be received (if the applicant is a citizen of a foreign country).
Issuance of an aliens passport
An alien’s passport is issued within 30 days (after acceptance of the application for the proceeding) to the guardian in the Service Office marked in the application from.
An alien’s passport applied for in expedited order is issued within 2 working days (counting starts from working day following the day of submission of the application) to the guardian in Service Offices located in Tallinn only.
By reception of an alien’s passport:
- submit an identity document of a guardian;
- submit a valid alien’s passport issued to a person under guardianship earlier, if it exists;
- the official will compare the fingerprints of the person under guardianship to those given earlier.
