Aliens passport

An application for an alien's passport for a minor under 15 years of age is submitted by the legal representative of the minor (for example, a parent, guardian, authorised representative of a guardianship authority).

An alien’s passport can be applied for in Service Offices of the Migration and Citizenship Bureau. If less than 2 years have passed since the applying for the previous passport and taking of fingerprints or if the child is under 6 years of age, the passport can be applied for also by post.

An alien’s passport can be applied for in expedited order in the Service Offices.

  • if personal data (for example, name)of a child have been changed in a foreign country and changed personal data are not entered to the Estonian population register, please submit document proving change of personal data of the child;
  • if application is submitted by a guardian designated by the court or authorised representative of the guardianship authority and right of representation is not entered to the Estonian population register, please submit a document proving right of representation;
  • written approval of a competent authority of country of nationality for issuing an alien’s passport for a child or hand-written explanation, if approval can not be received (if the applicant is a citizen of a foreign country). 


Issuance of an alien’s passport
An alien’s passport is issued within 30 days (after acceptance of the application for the proceeding) to the legal representative of a child in the Service Office marked in the application from. To a minor of at least 15 years of age, the passport shall be issued in person.

An alien’s passport applied for in expedited order is issued within 2 working days (counting starts from working day following the day of submission of the application) to a legal representative of a child in Service Offices located in Tallinn only. To a minor of at least 15 years of age, the passport shall be issued in person.

By reception of an alien’s passport:

  • submit an identity document of a legal representative;
  • submit a valid alien’s passport issued to a child earlier, if it exists;
  • the official will compare the child’s fingerprints to those given earlier.
