What is the punishment register?
The punishment register is a general national register containing data concerning the persons punished and their punishments. The objective of the punishment register is to provide reliable information concerning the punishments of persons for the purposes of performance of the functions assigned to state agencies by an Act or legislation passed on the basis of an Act and to notify a person of the data concerning the person in the register. The chief processor of the punishment register is the Ministry of Internal Affairs and the authorised processor of the punishment register is the Police and Border Guard Board.

Persons entitled to receive data from punishment register are listed in the Punishment Register Act. For example, the following persons have the right to receive data from the punishment register: any person as regards the data concerning the person, a court for the purposes of hearing a matter subject to proceedings and a Police authority for the purposes of performance of the functions assigned to the police by an Act or legislation passed on the basis of an Act.

How to submit an application?
Reception of applications is effected in all Service Offices of Citizenship and Migration Bureaus of the Prefectures of the Police and Border Guard Board all over Estonia.  Former customer service by address Pärnu mnt 139, Tallinn, is closed. Delivery of data of the Punishment register is effected by means of post only.
Applications to the Punishment Register can be submitted also by post or by e-mail. Application together with the copy of a document shall be sent to address: Punishment Register, Police and Border Guard Board, Pärnu mnt 139, Tallinn. By an e-mail, a digitally signed application has to be sent to address karistusregister@politsei.ee.

Data of punishment register are issued within two working days starting from reception of the query by post. If a person is asking for information about himself or herself, then it is responded within ten working days.

When is it necessary to pay the state fee?
A person has the right to receive information in relation to himself or herself from the Punishment Register and its archive once per year free of charge. By repeated queries within a year, the state fee has to be paid. The state fee is returned, if it is refused to issue data.
