At the service unit
An application for long-term residence permit must be submitted in person at the service point of Citizenship and Migration Bureau (CMB) of the Prefecture.
Generally, an application must be submitted by an applicant personally. If an applicant is unable to submit the application personally, it can be done by his/ her representative. For minors under 15 years of age and for aliens with restricted legal capacity their legal representatives shall commit the acts necessary for the application for a residence permit. When applying for a residence permit for a child aged from 6 to 15, as a rule, upon submission of the application the child must be present for fingerprinting. A child under age of 6 need not be taken along to the service unit.
For children less than 1 year of age, who have previously not been issued residence permit by the Police and Border Guard board, their legal representatives shall submit the application for long-term residence permit in person at the service unit of the CMB of the Prefecture. When submitting an application the representative of an alien must present his/her identity document and a document certifying his/ her right to represent the alien.
By post
An application can be submitted by mail, if:
- less than 2 years has passed from the last fingerprinting upon application for an identity document, a residence permit or a right of residence, and the finger, a figure of which has been entered into the valid document, has not changed, or
- upon the last application for an identity document, a residence permit or a right of residence the permanent impossibility for fingerprinting was established.

If an application is submitted by post copies of the required documents are sent to the Citizenship and Migration Bureau. If a copy of a document is added to an application the applicant must confirm, with his/her signature, on every page of the document,(which includes entries), that the copy corresponds fully to the original document. The name ofthe applicant and the date of the signature must be added to the signature.
Application for long-term residence permit shall be submitted not later than 2 months before expiry of valid temporary residence permit.
NB! An application for long-term residence permit for a child less than 1 year of age can not be submitted by post.
