If you are unable to pay the state fee, then the Police and Border Guard shall, having taken your financial situation into account, have the right to, upon a founded request of a body of a sub-central government entity or a state institution, decrease the rate of the state fee or exempt you from payment of the state fee.

For this purpose you shall have to submit an application and indicate the following:

• the first name and surname, date and place of birth, place of residence, the amount and sources of monthly income and the number of dependants of the person who has to pay the state fee;
• the name of process for which the reduction or exemption of the state fee is applied for; 
• reason for the application. 

The documents that certify the reasonability of the application must be added to the application form.
