How to apply for a residence permit at the Police and Border Guard Board?

If you are residing in Estonia, you can submit the application for the residence permit at the service offices of the Police and Border Guard Board. To do so, make a reservation online.

Does the residence permit application need to be submitted in person?

The application must be submitted in person in order to have your fingerprints taken. Fingerprints shall not be taken if:

  • your fingerprints have already been taken less than 6 years ago, e.g., if you have applied for a residence permit before;
  • you have been proven permanently incapable to provide fingerprints.

Who can apply for a residence permit for study?

  • If you are under 15 years of age, the application for your residence permit for study in Estonia must be submitted by your legal representative, for example, your mother or father. If the application is submitted by one parent, a notarially authenticated consent of the other parent regarding your moving to Estonia must also be submitted.
  • If you are 15 to 18 years of age, you may submit the application for the residence permit independently. In that case, the application must be accompanied by a notarially authenticated consent of both of your parents regarding your moving to Estonia.
  • If you are an adult, you may submit the application for the residence permit for study in Estonia independently.

What documents are needed to apply for a residence permit for study in Estonia?

In order to apply for a residence permit for study in Estonia for your child, the documents listed above must be accompanied by:

  • your identity document
  • a document certifying the right of representation, for example, the birth certificate of the child
  • a notarially authenticated consent of the other parent regarding the child’s moving to Estonia.

Check whether the birth certificate of your child requires formalisation.
