What conditions must I meet to apply for a temporary residence permit to settle in Estonia?

In order to apply for a residence permit for settling in Estonia, you must meet the following conditions.

• You have settled in Estonia on the basis of a temporary residence permit issued on another basis and your remaining in Estonia is in accordance with public interests.
• You have resided in Estonia for at least 3 years within 5 consecutive years on the basis of a temporary residence permit. Important! Time lived in Estonia with a residence permit issued to study will not be taken into account.
• You have adapted well in Estonia.
• Your activities thus far have been in compliance with the purpose and conditions of the issue of your residence permit.
• You must have sufficient income for subsistence in Estonia, which you shall confirm by signing the application. The subsistence level shall be established each year in the State Budget Act.
• You must have a medical insurance policy, which you shall confirm by signing the application. The requirements regarding the medical insurance policy are listed in section 120 (“Insurance cover”) of the Aliens Act.
