Parallel weapons permit
A parallel weapons permit is needed if you wish to use a weapon owned by another person.
Before applying
If you wish to obtain a parallel weapons permit, do the following before applying for it:
- ask for a written consent from the owner of the weapon
Applying for a parallel weapons permit through the self-service portal
Apply for a parallel weapons permit using the self-service portal at https://relvataotlus.politsei.ee/.
We recommend using Google Chrome to access the self-service portal.
You can pay the state fee in the self-service portal by online banking.
Upload copies of the required documents:
- a medical certificate not older than 3 months issued by a general practitioner
- a certificate confirming completion of first aid training
- a written consent of the owner of the weapon to use his/her weapon under a parallel weapons permit
- a hunting certificate if you need the weapon for hunting
- a document certifying membership of a sports organisation if you need the weapon to engage in sports
Applying for a parallel weapons permit at a service office
In case you wish to submit an application at a service office, pay the state fee before proceeding to the service office.
Take the following with you when you go to a service office:
- an identity document
- a written consent of the owner of the weapon to use his/her weapon under a parallel weapons permit
- a medical certificate, if you are applying for the first time
- an application – you may fill it in at the service office or complete it beforehand
The first time you are applying for a parallel weapons permit, you must pass a weapons examination and submit a document certifying completion of first aid training.
First aid training of at least 16 hours must be provided by a healthcare professional who has completed a training course for first aid trainers and holds a corresponding certificate. Check whether the trainer you found is listed in the register of healthcare professionals.
Police officers, assistant police officers, prison officers, as well as active-duty service personnel and active members of the Defence League are not required to submit a medical certificate or document certifying completion of first aid training.
If you do not have a weapons permit to handle this type of weapon, you must also pass a weapons examination.
If you are a foreigner residing in Estonia on the basis of a residence permit or the right of residence and you wish to obtain a parallel weapons permit on the basis of a weapons permit issued by another country, you must, when applying for the first time, also submit a copy of the foreign weapons permit that is translated and certified by an apostille certificate (unless an international agreement provides otherwise).
If you are a foreigner residing in Estonia on the basis of a residence permit or the right of residence who does not have a weapons permit issued by another country and wishes to apply for a parallel weapons permit in Estonia, you must, when applying for the first time, also submit a criminal record statement issued by a competent authority of your home country, that is translated and certified by an apostille certificate (unless an international agreement provides otherwise).
