Weapons collection permit

A collection permit entitles the holder to establish and maintain a collection of weapons and cartridges of historical or cultural value.

Before applying

Before applying for a collection permit:

Applying for a weapons collection permit through the self-service portal

Apply for a weapons collection permit using the self-service portal at https://relvataotlus.politsei.ee/.

You can pay the state fee in the self-service portal by online banking.

Upload copies of the required documents:

  • a medical certificate not older than 3 months issued by a general practitioner
  • a certificate confirming completion of first aid training

You must also pass a weapons examination if you wish to apply for a collection permit but do not have a weapons permit, a parallel weapons permit or a permit to carry a weapon.

First aid training of at least 16 hours must be provided by a healthcare professional who has completed a training course for first aid trainers and holds a corresponding certificate. Check whether the trainer you found is listed in the register of healthcare professionals.

Police officers, assistant police officers, prison officers, officials of the Rescue Board who have acquired the profession of an explosive ordnance disposal technician, as well as active-duty service personnel and active members of the Defence League who have the right to carry a service weapon or weapon of Armed Forces and who meet the health requirements set for entering police, prison, rescue or active service are not required to submit a medical certificate or document certifying completion of first aid training.

If you are a foreigner residing in Estonia on the basis of a residence permit or the right of residence and you wish to obtain an Estonian collection permit on the basis of a weapons permit issued by another country, you must, when applying for the first time, also submit a copy of the foreign weapons permit that is translated and certified by an apostille certificate (unless an international agreement provides otherwise).

If you are a foreigner residing in Estonia on the basis of a residence permit or the right of residence who does not have a weapons permit issued by another country and wishes to apply for a collection permit in Estonia, you must, when applying for the first time, also submit a criminal record statement issued by a competent authority of your home country, that is translated and certified by an apostille certificate (unless an international agreement provides otherwise).

After applying

If you have obtained a collection permit and wish to acquire a weapon for your collection, enter the self-service portal at https://relvataotlus.politsei.ee/.

You can pay the state fee in the self-service portal by online banking.

Only a collection permit is required in order to acquire a cartridge for a collection.

Extension or replacement of a collection permit

Go to a service office if you wish to:

  • extend the validity of a collection permit
  • add or delete weapons on a permit
  • update data on a permit

Use the self-service portal at relvataotlus.politsei.ee to extend the validity a collection permit.
