A residence permit for settling permanently in Estonia

You can apply for residence permit for settling permanently in Estonia, if:

  • you have settled in Estonia based on temporary residence permit and your settling in Estonia is in compliance with public interests;
  • You have held a temporary or permanent right of residence in Estonia, a residence permit of long-term Estonian resident or you have been an Estonian citizen;
  • you have resided in Estonia at least three years within the five consecutive years, except if you have obtained higher education in Estonia  in the Bachelor’s and Master’s study integrated curricula, Master’s study or Doctoral study;
  • you are well adapted in Estonia;
  • Your activities so far have been in compliance with the purpose of and terms for granting the residence permit to you.


The above requirements may not be applied, if:

  • an alien has been granted a temporary residence permit for settling with a spouse and has lived in Estonia at least three years based on this permit;
  • an alien has been granted a temporary residence permit for settling with a spouse and the marriage ends before the lapse of three years as of the receipt of the residence permit, yet, the obligation to leave Estonia would be too burdensome for the alien;
  • an alien has been granted a temporary residence permit for settling with a close relative and the basis for granting a residence permit has lapsed, yet, the obligation to leave Estonia would be too burdensome for the alien.


An alien who has a doctorate degree may be issued a residence permit for permanent residence without the prior five years of residence, adaptation and the requirement of the purpose of residence permit, on the condition that the compliance of the alien's higher education qualification with the doctorate degree has been assessed by the Estonian ENIC/NARIC centre and the alien has been previously granted a residence permit on another basis.

A decision on granting or refusal to grant residence permit
The granting or refusal to grant a temporary residence permit is decided within two months as of the acceptance of the application for procedure. A residence permit can be granted for up to five years.

When granting a residence permit, a residence card is issued to the applicant in person within 30 days at the foreign representation of the Republic of Estonia or a Service Office named in the application form.

Extension of temporary residence permit
Please submit an application for extension of temporary residence permit in person at a Service Office at least two months prior the expiry of the current residence permit. If the previous residence permit was applied for and the fingerprints were captured less than 5 years ago, you can also apply for extension of the residence permit by mail or e-mail.

A decision on the extension or refusal to extend the temporary residence permit is made at least 10 days prior the expiry of the period of validity of the temporary residence permit. The residence card is issued at the Service Office named in the application form.
 
A legal basis for stay in Estonia after the expiry of the residence permit
If the residence permit of an alien expires upon the lapse of the period of validity, the stay in Estonia shall be legal for the 90 days following the expiry date of the period of validity of the residence permit. During this period, an alien has the right to work in Estonia directly arising from law. You may read more about the legal bases for stay in Estonia from here.
