International Conference on Early Detection of Radicalization and Networking

International Conference on Early Detection of Radicalization and Networking will take place in Tallinn, Estonia on 19 March, 2019. Participants from EU Member State law enforcement authorities are invited to attend the event.

Venue: Tallink Spa&Conference hotel (Sadama 11a, 10111 Tallinn, Estonia).

The conference is organized in the framework of Detection and Response to radicalization appearances (DARRA) project that was launched in 2016. In the course of the implementation of the project, an evaluation guide for law enforcement officials was created in order to facilitate the determination of possible threat of radicalization and a handbook for officials from local municipalities advising on how to notice first signs of radicalization. The conference will present the main outcomes of the project.

The scope of the conference is to share the best practices across the European Union on the topic of early detection of radicalization, prevention and networking. The conference is divided into three sections:

• Radicalization in general
• Prevention measures and networking in international practice
• Actual cases and lessons learned

Each section includes speakers with different presentations, followed by a panel discussion. Speakers from the Netherlands, Finland, Belgium and United Kingdom will share their experiences during the conference. Among others, an overview of the terrorist act at Brussels Airport will be presented by a police officer who was among those who responded to the incident sharing the lessons learned from the event.

In addition to the officials dealing with prevention activities, other interested in topic are welcome to attend the conference. Please note that seating is limited. The organizers will cover meals during the conference.

19. märtsil toimub Eestis rahvusvaheline konverents, kuhu on oodata osalejaid kõikidest Euroopa Liidu liikmesriikide politseiorganisatsioonidest.

Konverentsi näol on tegemist Euroopa Liidu kaasrahastatud projekti DARRA (Detection and response to radicalisation appearances) konverentsiga. Projekt sai alguse 2016. aastal ning konverentsil tutvustatakse selle peamised tulemeid, milleks oli hindamisjuhend politseiametnikele radikaliseerumise ohu tuvastamiseks ning käsiraamat kohalikele omavalitsustele andmaks juhiseid radikaliseerumise varajaseks märkamiseks.

Konverentsi eesmärk on vahetada Euroopa Liidu liikmesriikide parimaid praktikaid radikaliseerumise ennetamisel ning võrgustikutöö tegemisel. Päev on jagatud kolmeks osaks:

• radikaliseerumisest üldiselt
• ennetusmeetmed ja võrgustikutöö erinevate riikide praktikas
• reaalsed juhtumid ning õppetunnid

Teemablokkide sees toimuvad mitmed ettekanded. Iga teemabloki lõpus toimub esinejate vaheline paneeldiskussioon.

Oma riigi kogemusi jagavad radikaliseerumise teemavaldkonna eksperdid Hollandist, Inglismaalt, Belgiast ning Soomest. Muuhulgas räägitakse konverentsil 2016. aastal toimunud Brüsseli lennujaama terrorirünnakust. Rünnakust ja sellest saadud õppetundidest räägib sündmusele reageerinud politseinik.

Konverentsile ootame osalema radikaliseerumise ja ennetustegevusega puutumuses olevaid ametnike. Konverentsi toitlustus on tagatud korraldaja poolt. Kohtade arv on piiratud.
