A citizen of the European Union is a citizen of an EU member state, Iceland, Liechtenstein, Norway or Switzerland. For the current purpose, an Estonian citizen is not considered a citizen of the European Union.

The permanent right of residence is the right to reside in Estonia indefinitely.

What conditions must I meet to apply for a permanent right of residence?

You may apply for the permanent right of residence to reside in Estonia indefinitely, if you are an EU citizen who has lived in Estonia continuously for 5 consecutive years and your place of residence is registered in Estonia. An EU citizen who has been granted the right of permanent residence in Estonia is a permanent resident of Estonia.
