Estonian citizenship for an adult
Exams
In order to apply for the Estonian citizenship, it is necessary to pass the examination on knowledge of the Estonian Constitution and the Citizenship Act and the Estonian language proficiency examination.
Examinations are organised by The Estonian Education and Youth Board (Harno).
The following persons are released from taking examinations:
- a person with restricted legal capacity
- a person who is not able to pass the exams partially or fully due to his/her state of health (the decision shall be passed by a commission of experts).
The persons, who have acquired the basic, secondary or higher education in the Estonian language, are released from the Estonian language proficiency exam.
