What to do if you have forgotten or lost your PIN codes
If the PIN codes of your ID card are forgotten or blocked, check the date of issue of the document, and act accordingly.
ID card issued on or before 14 November 2025
If you have forgotten the PIN codes of the document and the security code envelope is lost, you must apply for a new security code envelope.
You can apply for a new security code envelope:
To receive new PIN codes abroad, contact a suitable foreign representation.
Bring the document for which you want to apply for new PIN codes. If you are applying for new PIN codes for a Digital ID, bring an ID card or a passport.
Pay the state fee to receive a new security code envelope.
You will receive the new security codes right away on the spot.
ID card issued from 17 November 2025
To apply new PIN codes, use PUK on the ID software. If you have forgotten the document’s PUK and the security code envelope is lost, but you can use another digital document (e.g., Mobile-ID), PUK can be viewed on the Police self-service portal, choosing the service “ID-kaardi PUK-i vaatamine” (Viewing ID card PUK). Alternatively, you can submit an application at a PBGB service office and the PUK will be sent by mail to an Estonian address.

Pay the state fee to order a new PUK by mail.
If PUK is blocked, you must apply for a new document. The most comfortable way to apply for a document is on the Police self-service portal.
