Extension of residence permit
As of 1 January 2025, the state fee for issuing an international protection residence permit card will be €70 for individuals aged 18 and over, and €30 for those under 18, individuals who have not yet reached retirement age, and individuals with moderate, severe, or profound disabilities.
When applying, you should indicate the PBGB’s service office where you would like to collect your new residence permit card. If you wish to change the pick-up location of the document after submitting the application, you will have to pay a fee.
The state fee must be paid before submitting the application.

Ukrainian citizens
Ukrainian citizens can submit an application for the extension of your international protection residence permit using the PBGB self-service portal at asylum.politsei.ee if your residence permit expires in less than four months. You cannot submit the application for the extension of your residence permit by post or by e-mail.
Once you have submitted your application in the self-service portal, you will receive an e-mail confirmation that your application has been accepted. You will also receive an e-mail when your extended residence permit card is ready and you can collect it at a PBGB service office of your choice.
Other citizens
All other citizens can submit an application for the extension of your international protection residence permit in PBGB service office if your residence permit expires in less than four months.
Extension applications are accepted only on an appointment basis. You can book an appointment on PBGB web-page broneering.politsei.ee choosing the service „extension of international protection“. You cannot submit the application for the extension of your residence permit by post or by e-mail.
Children and wards
An application for extension of residence permit on behalf of a child under 18 years of age or on behalf of a ward shall be submitted by his/her legal representative (for example, parent, guardian), if they stay in Estonia and if such is not contradicting to the rights and interest of the applicant.
An application for extension of residence permit on behalf of an unattended minor shall be submitted by his/her legal representative (for example, guardian, authorized representative of a guardianship authority), manager of the reception centre or a person authorised by the manager, if such is not contradicting to the rights and interest of the unattended minor.

Additional documents
If an application is submitted by the applicant’s legal representative or authorised representative, please submit:
- a document certifying the right of representation (except if the right of representation has been entered into the population register of Estonia)
- an identity document
A decision on extension or refusal to extend the residence permit
The decision on extension or refusal to extend a residence permit shall be made within 3 months from the date of submission of the application, but not later than 10 days prior the expiry of the validity term of the temporary residence permit.
In case of extension of the residence permit a residence card and a travel document of a refugee shall be issued to a refugee, or a residence card and an alien’s passport shall be issued to a person to whom subsidiary protection has been granted.
Revocation of a residence permit
The Police and Border Guard Board shall revoke the temporary residence permit of a person having been granted an asylum or subsidiary protection, if the person poses a threat to national security, public safety or public order.
