Applying at a service office
The temporary travel document can be applied for at service offices. To apply, find a suitable service office and bring an identity document with you.
If desired, reserve a slot at the service office for your application.
Applying for a temporary travel document for a child
If you are applying for a document for a child under the age of 15 and they have not previously been issued an identity document and the child’s personal data are not entered into the Estonian Population Register, submit the child’s birth certificate.
Applying for a temporary travel document under ordinary procedure
After your application for the temporary travel document has been accepted, it will take a maximum of 30 days to prepare your temporary travel document under ordinary procedure.
Applying for a temporary travel document under expedited procedure
A temporary travel document may not be applied for under expedited procedure.
Authorization for claiming temporary travel document
If you wish to send a person you have authorized to claim the temporary travel document, you should decide this when submitting the application. The person authorized must present a valid Estonian identity document when claiming the temporary travel document.
Providing fingerprints
The applicant must provide fingerprints when applying for a temporary travel document.
Document photo
One digital colour photograph is required for applying for a temporary travel document.
The document photograph may not be older than six months.
The document photo must be taken on a light background.
The minimum measurements of a digital document photograph are 1300 x 1600 pixels and the correct format is JPEG.
The file size must be a minimum of 1 MB and a maximum of 5 MB.

Taking a document photo at the service office
All client service offices (except for Keila) are equipped with photo booths where you can take a document photograph free of charge.

State fee
The state fee for a temporary travel document is €45.
The state fee for a temporary travel document for those who have reached retirement age in Estonia is €20.
Persons with a moderate, severe or profound disability have the right to a discount and the state fee is €20. In order to obtain the discount, you must present a document to the service office substantiating the disability.
The state fee for a temporary travel document for a child under the age of 15 is €20.
Payment of state fee at the service office
The state fee may be paid at the service office:
- in cash
- by card payment
- over the customer computer terminal
American Express is not accepted for the state fee.
Applying for a temporary travel document for a person in the care of a guardian
The application for a person in the care of a guardian may be submitted only by their legal guardian.
Bring with you to the foreign representation a document substantiating the guardianship.
